Government Prepares Integrated List of 166 Bills for Federal Parliament

Kathmandu. The government has prepared an integrated list of bills to be presented in the Federal Parliament in the current fiscal year (2083/084), including their priority order. To make the proceedings of the Federal Parliament systematic and effective, the government has prepared to present a total of 166 bills classified into three priority lists.

The Ministry of Law, Justice and Parliamentary Affairs has prepared the bills based on priority. According to the ministry, there are 64 bills in the first priority, 42 in the second priority, and 57 bills in the third priority. These bills are being prepared to be taken to parliament, classified according to the subject-specific ministry.

According to the ministry, the bills with the highest priority from the Office of the Prime Minister and Council of Ministers include the bill to provide for Artificial Intelligence, the bill to provide for Cyber Security, the bill to amend the Corruption Control Act, 2059, the bill to provide for Information Technology, and the bill to provide for the National Vigilance Center.

The government has also placed the bills to be presented by the Ministry of Finance as the first priority. The Ministry of Finance is taking bills to parliament for the country's financial stability and economic reform. The bill to amend the Banks and Financial Institutions Act, 2073, the bill to amend the Banking Offenses and Punishment Act, 2064, and the bill to amend the Securities Act, 2063 are in the Ministry of Finance's priority.

The government has placed the bills to be presented by the Ministry of Home Affairs in the second priority. The Ministry of Home Affairs is preparing to take bills related to peace and security and administrative reform to parliament. According to the Ministry of Law, these include the bill to amend and consolidate laws relating to Nepal Police, the bill to amend and consolidate laws relating to the Armed Police Force Nepal, the bill to amend and consolidate laws relating to elections, the bill to amend the Political Parties Act, 2073, and the bill to amend and consolidate laws relating to immigration.

The Ministry of Law, Justice and Parliamentary Affairs is taking the bills to amend the Muluki Criminal Procedure Code, 2074 and the Muluki Civil Code, 2074, the bill to provide for free legal aid, and the bill to amend the Nepal Bar Council Act, 2050 to the house.

The Ministry of Physical Infrastructure and Transport is preparing to take bills related to physical infrastructure, urban development, and drinking water to parliament. According to the list prepared by the Ministry of Law, the Ministry of Physical Infrastructure and Transport is preparing to take the bill to provide for vehicles and transport, the bill to provide for road safety, the bill to amend and consolidate laws relating to the operation and management of ships, and the bill relating to the Kathmandu Valley and Bagmati Civilization Conservation Development Authority to parliament.

The Ministry of Health and Population is preparing 4 bills. The bill to amend the Health Insurance Act, 2074, the bill to provide for surrogacy and IVF, the bill to provide for mental health, and the bill to amend the Safe Motherhood and Reproductive Health Rights Act, 2075 are in the list prepared by the Ministry of Law to be taken to parliament.

The Ministry of Education and Sports is preparing to take 3 bills to parliament as its first priority. The ministry is preparing to present the bill to provide for school education, the bill to amend some Nepal Acts relating to universities, and the bill to provide for science, technology, and innovation.

The Ministry of Culture, Tourism and Civil Aviation is also preparing 3 bills in the first phase. The bill to establish and manage the Nepal Civil Aviation Authority, the bill to amend and consolidate laws relating to the Civil Aviation Authority of Nepal, and the bill to amend and consolidate laws relating to the Nepal Tourism Board are in the ministry's list.

Minister for Law, Justice and Parliamentary Affairs Sobita Gautam has already informed both houses of the Federal Parliament about the government's classification of bills according to their timelines. According to her, the government plans to present 64 bills in the first priority from August to November, 42 bills in the second priority from December to March, and 57 bills in the third priority from April to July in parliament.

Minister Gautam stated in the House of Representatives meeting that the government plans to table these bills in the current and upcoming winter and budget sessions respectively, based on necessity and priority.
