Government Decides on Management of Contract Employees

Kathmandu. The government has made a 7-point decision regarding the management of contract employees working in the approved positions in various ministries and subordinate offices. The Ministry of Land Management, Cooperatives, Federal Affairs and General Administration, in a circular issued to all ministries, commissions, secretariats, offices and bodies on Friday, has urged the implementation of the 7-point directive as per the cabinet decision.

The ministry has circulated to all bodies the cabinet's decision made on the meeting of 2083 Ashar 32 regarding the management of contract employees working in the approved positions after their positions were reduced through the Organization and Management (O&M) survey.

The circular, signed by Sajiv Nepal, Section Officer of the Ministry, has been sent to all concerned bodies for immediate implementation.

The circular states that a decision has been made not to continue the service of contract employees who have retired from any government service and have received gratuity or are currently receiving pension, from 2083 Sawan 1. The government has decided to bid farewell to such employees with thanks.

Contract employees who do not receive pension or gratuity but are currently working on contract will be kept in 'pool' by signing a contract with the concerned body until further arrangements are made. The government has decided that the Ministry of Land Management, Cooperatives, Federal Affairs and General Administration will update an integrated record of this.

The government has also decided that after the organization and management survey is approved, the concerned body will utilize the employees kept in the pool as needed, according to the circular.

The government has also decided not to appoint new individuals on a contract basis in newly established or vacant positions. If it is necessary to employ someone in such positions, contract employees in the pool should be requested through the Federal Affairs Ministry and employed on a contract basis.

In the case of bodies that are being merged or abolished under various ministries, the circular states that the government has decided to identify and employ the minimum manpower required for asset protection, security, and liability transfer from among the currently working contract employees until the merger or abolition process is completed.

The Ministry of Finance will arrange the necessary funds for the salaries and allowances of the employees assigned to the abolished or merged bodies, upon request from the respective ministry.

Regarding the necessary management of contract employees remaining in the pool after the aforementioned arrangements are implemented, the Federal Affairs Ministry has decided to study and recommend suitable alternatives within one month regarding the minimum service facility conditions to be included in future contract agreements and the facilities to be provided upon termination of the contract agreement, according to the circular.
