MP Harka Raj Rai Proposes 9-Point Constitutional Amendment Plan

Kathmandu. Federal Parliament member and Shram Sanskriti Party Chairman Harka Raj Rai (Harka Sampang) has submitted a 9-point proposal for constitutional amendment on behalf of his party.

The proposal, made public on Thursday, demands radical changes to the country's governance system and inclusivity.

MP Rai has primarily proposed a system featuring a directly elected executive head (President). According to his proposal, the executive head would be empowered to form a cabinet by selecting competent individuals from outside the parliament. However, he stipulates that such a cabinet must be fully inclusive, ensuring representation from all castes, communities, and genders.

Regarding the role of the legislature, Sampang stated that the parliament's function should be limited to lawmaking and monitoring and evaluating government activities. The proposal states, 'The parliament should have the authority to set limits for the executive head and define authoritarianism. If the executive head becomes autocratic, there should be a provision for the parliament to remove them through impeachment.'

Furthermore, Rai has placed special emphasis on making the state system fully inclusive. His proposal ensures equal participation of all castes and citizens not only in political positions but also within the Nepal Army, Nepal Police, and the entire administrative mechanism.
