Political Turmoil in Nepal: UML's Internal Conflict Over Ex-President's Membership

Bhandari's Defiant Stance on Party Membership

Former Nepali President Bidya Devi Bhandari has publicly reaffirmed her continued membership in the Communist Party of Nepal (UML), directly challenging the party's recent decision to revoke her membership. In a press conference in Kathmandu, the former UML vice-president asserted that no one could strip her of her 45-year-long party affiliation, which she recently renewed through proper procedures.

"Having served the party for 45 years, my membership cannot be arbitrarily canceled," Bhandari stated, emphasizing her contributions to UML's ideology and recalling how she took her membership oath under late leader Madan Bhandari's leadership. She framed her political return as constitutional, citing Nepal's fundamental rights guaranteeing political association.

UML's Counterargument: A Question of Responsibility

UML's publicity department chief Rajendra Gautam offered a diplomatic but pointed response, characterizing Bhandari's presentation as "dignified and graceful" but fundamentally irresponsible.

"While her statement was eloquent, she forgot her responsibility as former head of state," Gautam told Ratopati, arguing that constitutional conventions prevent former presidents from active partisan politics. He emphasized that party traditions would never allow central committee-level membership renewal for someone who held Nepal's highest constitutional office.

Constitutional Interpretation at Heart of Dispute

The conflict stems from differing readings of constitutional provisions:

  • Bhandari's View: Cites Article 17 (freedom of association) and Article 66 (presidential restrictions applying only during tenure)

  • UML's Position: References constitutional conventions requiring political neutrality for former presidents

Bhandari dismissed UML's membership decision as "emotionally driven" and contrary to democratic centralism principles, while reaffirming her commitment to strengthen the party and serve through politics.

Broader Political Implications

This confrontation reveals:

  1. Leadership Rifts: Exposes ongoing power struggles within UML's ranks

  2. Constitutional Gray Areas: Highlights unresolved questions about post-presidency political roles

  3. Legacy Politics: Tests Madan Bhandari's enduring ideological influence on the party

The standoff continues with neither side showing signs of compromise, potentially leading to legal or political escalation in coming weeks.
