Prisoner Found in Hotel Despite Serving Sentence

Kathmandu. Prisoners sentenced to jail are kept in prison for a certain period of imprisonment. They are kept with 24-hour security and the state provides them with sustenance facilities, but a prisoner from the Central Jail Sundhara was found in a hotel.< /p>

Anup Bhandari, who is serving his sentence in the Central Jail for fraud, was found at Hotel Deep Sagar in Samakhusi. Documents show that the prison office allowed him to be taken to Vinayak Hospital and Maternity Home Pvt. Ltd. in Samakhusi on Jestha 1 for treatment of a back-related illness.< /p>

After leaving prison, he did not go to the hospital but went straight to a hotel. There he ate beer and meat. The internal investigation by the Valley Police revealed that he was in room number 502 of the hotel with a woman about 32 years old.< /p>

While Bhandari was in the hotel room for about 3 hours, two police personnel from the Nepal Police Unaffiliated Battalion Jagannathdewal provided security.< /p>

Police Assistant Head Constable Hom Bahadur Kunwar was in command, with Constable Tek Bahadur Bik deployed for his security. They had weapons and brought the prisoner to the hotel in a government vehicle.< /p>

The Valley Police Office, Ranipokhari, conducted an internal investigation into the matter. A committee led by SP Narhari Regmi investigated and submitted a report to AIG Ishwar Karki. Based on the committee's recommendation, the Valley Police Office decided to remove Assistant Head Constable Hom Bahadur Kunwar, who was stationed in Magdi with the Armed Police Chief, and Constable Tek Bahadur Bik, who was working in the Unaffiliated Battalion, from police service, a Valley Police Office official told Ratopati. Central Jail security officials claim that the security personnel deployed with the necessary weapons were briefed before sending them to take the prisoner to the hospital. The investigation concluded that the staff deployed for the prisoner's security removed his handcuffs and facilitated immoral activities in the hotel. DSP Shailesh Nyaupane is in charge of the security command of the Central Jail. Questions have been raised about his command after this incident. However, the committee has not commented on Nyaupane's role.< /p>

According to Police Regulations 2071, a prisoner sent to the hospital for treatment should not be taken to any other place. Allowing a prisoner to consume alcohol and stay with a woman is an even more serious matter.< /p>
