Law Minister Sobita Gautam Announces Draft Bill to Amend Nepal Law Commission Act, 2063

Kathmandu. Law, Justice and Parliamentary Affairs Minister Sobita Gautam has informed that a draft bill has been prepared to amend the 'Nepal Law Commission Act, 2063'. Minister Gautam gave this information through a video message released on social media on Tuesday night.

Stating that the draft has been placed on the official website of the Law Ministry for the opinions and suggestions of the general public and stakeholders, she has urged them to participate in the amendment process and provide valuable suggestions.

According to Minister Gautam, the act is being prepared for amendment with the objective of transforming the law-making process from a 'person-dependent' practice to an 'institution-dependent' system. 

She emphasized the need to end the practice seen in previous years of engaging external consultants in the drafting of government bills and having them draft the laws, and instead strengthen institutional capacity.

'Laws should be made based on policies set by the state, institutional experience, expertise, and impartiality,' said Minister Gautam, 'Laws should be made solely based on institutional capacity, rising above the wishes of any external consultant or individual.'

She stated that the Nepal Law Commission will be further empowered and strengthened as the main institutional body for drafting government bills. Mentioning that public participation is essential to make the law-making process more transparent, mature, and accountable, Minister Gautam appealed for cooperation by sending opinions and suggestions through the ministry's website.
