Dr. KC and Government Reach Agreement

Kathmandu. A 7-point agreement has been reached between Dr. Govinda KC and the government.

Following the agreement with the government on Monday, Dr. KC has ended his hunger strike. Dr. KC broke his fast by drinking juice in the presence of Secretary of the Ministry of Health and Food Hygiene Dr. Vikas Devkota and Prime Minister's Health Advisor Prof. Dr. Jagdish Chandra Agarwal.

This is the agreement document

• Regarding the operation of Shahid Dashrath Chand Health Sciences University, Geta, Kailali as a full-fledged (at least three hundred beds) teaching hospital and the immediate arrangement of necessary manpower to conduct educational programs including MBBS:

(a) Shahid Dashrath Chand Health Sciences University, Geta, Kailali will immediately proceed with the process to operate a hospital with at least 300 beds in accordance with clause (a) of sub-section 1 of section 12 of the National Medical Education Act, 2075. For this, the Ministry of Health and Food Hygiene and the Ministry of Education and Sports will coordinate and facilitate as needed.
(b) As approved by the Senate of Shahid Dashrath Chand Health Sciences University, Geta, Kailali, the faculty, recruitment of manpower, approval of curriculum, and other educational preparations for conducting educational programs including MBBS will be completed immediately.
(c) The university will immediately make all arrangements related to hospital operation, including the procurement of necessary manpower and equipment for operating a 300-bed teaching hospital.

• Regarding amending certain Nepal Acts related to universities, including the Shahid Dashrath Chand Health Sciences University Act, 2082, and submitting a proposal to the Government of Nepal to advance the amendment process for the qualifications and appointment of university officials within the current session of the Federal Parliament (within three months).
• The Medical Education Commission will determine the seats in accordance with the criteria set by the National Medical Education Act, 2075, the National Medical Education Regulations, 2077, and the Integrated Work Procedure for Quality Assessment and Seat Determination of Educational Institutions Providing Medical Education, 2083. The number of seats in private educational institutions will not be increased, but there will be no obstacle to increasing the number of seats in public educational institutions. The provisions related to scholarships as per the Act will remain as they are.
• In accordance with the provision in section 47 of the National Medical Education Act, 2075, the Ministry of Education and Sports will submit a proposal to the Government of Nepal to form a high-level task force within six months to study and submit a report with recommendations regarding the implementation of the provision that medical educational institutions operating within the state of Nepal will be non-profit and service-oriented institutions.
• To end the compulsion of citizens in Sudurpashchim and other border areas to depend on neighboring countries for health, education, transportation, and employment, and to expand necessary infrastructure and services with priority for the protection of citizen rights and national self-respect, the federal and provincial governments will coordinate and facilitate as needed.
• The perpetrators of the heinous murders, arson, looting, and destruction that occurred on Bhadra 23 and 24, 2082, should be severely punished, and in the context of impartial investigation and necessary proceedings being initiated against corruption and crimes committed by high-ranking politicians and officials from 2046 to the present, further promptness should be given.
• The Ministry of Education and Sports will immediately form a task force comprising representatives from the Ministry of Education and Sports, the Ministry of Health and Food Hygiene, and the Medical Education Commission to study the status of implementation of past agreements and submit a report within three months. A monitoring committee headed by the Secretary of the Prime Minister and Council of Ministers' Office will be formed for monitoring in this regard.

Prof. Dr. Govinda KC will end his Satyagraha from Monday, Shrawan 11, 2083.
