Complaint Filed Against Irregular Appointments at Bir Hospital and National Trauma Center

Kathmandu. A complaint has been filed at the Commission for Investigation of Abuse of Authority alleging illegal appointments in various technical positions including Medical Officer and Consultant at Bir Hospital and National Trauma Center at different times without completing the necessary legal procedures. Dr. Amit Jha filed the complaint at the commission's office on Wednesday.

The complaint claims that open competition was not held, public notice was not published, and appointment procedures were adopted against the rules when filling vacant positions in those hospitals.

According to complainant Dr. Jha, the hospital administration has been misusing the legal provisions related to 'daily wage or contract appointments'. While the rule allows for temporary appointments for a maximum of 6 months only in special circumstances where the institution's work is immediately affected, the complaint alleges that this has been used as a substitute for regular recruitment, and specific individuals have been hired repeatedly for the same type of positions based on political influence and personal connections. It is mentioned in the complaint that despite informing the Ministry of Health and Population and the Minister's Secretariat about this matter, no action was taken, which led to knocking on the doors of the constitutional body.

Through the application, a demand has been made for an impartial investigation into all appointment processes, calls for applications, and approved staff quotas that have occurred over the past few years. Furthermore, it has been demanded from the commission to take action against the officials involved in the decision-making process and responsible persons of the hospital administration as per the prevailing laws, and to immediately dismiss the doctors appointed through unethical means and arrange for the recruitment of qualified doctors through open competition and fair competition.
