Kathmandu Metropolitan City's Policy and Program Passed by Voice Vote

Kathmandu. Kathmandu Metropolitan City's policy and program has been passed by voice vote. The policy and program was passed by voice vote by the 19th session of the Municipal Assembly held today at Rastriya Sabha Griha under the chairmanship of Acting Mayor Sunita Dangol. 

In the first meeting of the assembly held yesterday, i.e., on Jestha 31, Acting Mayor Dangol had presented the policy in 101 points covering 11 areas, continuing the long-term vision, objectives and plans of the Metropolitan City, and addressing the multi-year programs that were not completed in the current fiscal year 2082/083. 

The policy presented by her mentions that while formulating the budget and program for the coming year, the historicity, cultural heritage, physical and modern urban civilization of Kathmandu will be taken as a basis. 

Discussing this policy, Municipal Assembly members Ashaman Sangat, Suman Shrestha, Rajendra Shrestha, Rozina Shrestha, Hiradevi Pokharel, Rupa Thapa Chhetri, Santosh Dhungel, Asha Shrestha Rauniyar, Tekraj Adhikari, Navin Mainali, Harkabahadur Khati, Ratnakar Bajracharya, Haribahadur Basnet, Saru Adhikari, Rambabu Koirala, Mahesh Nepali, Srishti Kunsakar and Bhagwan Budhathoki presented suggestions and amendment proposals today. 

They presented their views on infrastructure development, social development, disaster management, urban management, informal sector economic system management, human and animal welfare, development of liquid waste management system, implementation of compensation for Tin-kune land, classification of buildings based on use, quantitative increase in community-targeted programs, urban conduct, management of squatters and landless, regular recording of building records, flood control, parking solutions, parking policy on paved roads, further efforts to protect tangible and intangible cultural heritage, continuation of programs to make the facades of houses in ancient settlements traditional, among other topics. 

Stating that the views, suggestions and amendment proposals presented by them will form the basis for formulating the Metropolitan City's financial and appropriation bill, the chairperson of the assembly and acting mayor of the Metropolitan City, Dangol, proposed to amend the proposals presented in the assembly based on reasons. All assembly members agreed to her proposal. There was no voice against it or abstaining. 

This year's policy includes areas such as good governance and governance, social development, education, youth and sports, accessible health services, environment and sanitation, revenue mobilization, urban planning, infrastructure and urban development, heritage, culture and tourism, communication and information technology, and consumer interest. 

The budget and program for the coming year will be formulated based on the policy passed today. The budget and program formulated in this way will be presented in the third meeting of the Municipal Assembly. For this, time has been set for Ashadh 4 at 3 PM.
