Nepali Congress Establishment Faction Publishes 7-Point Proposal for Internal Consensus

Kathmandu. The establishment faction of the Nepali Congress has made public a 7-point proposal sent to the former President Sher Bahadur Deuba group and Dr. Shekhar Koirala group on Jestha 16 for internal consensus within the party. 

Vice-President Bishwaprakash Sharma has made public the 7-point agreement sent for consensus after no response was received from the Deuba and Shekhar groups. 

Here is the seven-point proposal
This was the revised 7-point proposal sent on Jestha 16, which was kept internal without being made public.  

Various types of disputes and different opinions have been emerging within the Nepali Congress party in different periods. We are committed to moving forward by remaining united while preserving different opinions, keeping in view the tradition of the Nepali Congress to move forward unitedly. 

In the context of the situation arising after the special general convention and the way forward 

1) Accepting the reality that the special general convention held in accordance with Article 17(2) of the statute has been updated by the Election Commission and finally decided by the respected Supreme Court, moving forward unitedly by forgetting all matters of disagreement. 

* However, disagreement over the process and outcome of the special general convention can be presented as one's political agenda in the general convention session of the 15th general convention, both orally and in writing. 

* No member of the party will be looked at or treated differently based on whether they participated in the special general convention or not. 

2) Completing the process of updating the active membership, which is the first phase of the general convention preparation, within the stipulated time. 

(Moving forward by clarifying the ambiguities related to this provision which has been in the party statute since the past) 

3) Honoring some senior leaders who have contributed to the party for a long time with a respected role as senior leaders in the central committee. 

4) Providing respectful responsibility to interested friends among those who were in the central committee and those who were not in the past, within a certain number in the central committee.  There will be respectable participation in the working committee. 

(However, ending the tradition of automatically getting to participate in the general convention, all those in the central committee must come as representatives from the ward level.) 

5) Respectful participation and cooperation in the election committee, discipline committee, and active membership management committee for organizing the fifteenth general convention. 

6) Forming the 15th General Convention Management Committee through a meeting as a body of the Central Committee. 

7) Providing responsibility to friends interested in working in the central committee of sister and well-wisher organizations, either as president or as office bearers or according to their wishes and qualifications.
