Karnali Chief Minister Kandel Criticizes Centralized Mindset of Federal Government

Surkhet. Karnali Chief Minister Yamlal Kandel has stated that the government led by Balen Shah continues to exhibit a centralized mindset. He noted that while Shah has spoken about empowering provincial governments, this has not been reflected in practice.

'The new government has shown a traditional and centralized mindset toward provincial and local levels,' he said while speaking at a program organized at the Office of the Chief Attorney on Saturday. 'This has created various complexities in governance.'

Kandel argued that this centralized mindset has posed challenges to the implementation of federalism. He added, 'A decade has passed since the implementation of the constitution, but structural issues have not been implemented as expected.'

Kandel also mentioned that there have been recent attempts to curtail the legislative rights of provincial assemblies and local governments. He stated that the central government is attempting to override constitutional rights through simple circulars. 'This is an act contrary to the spirit of federalism,' he added.
