Rubi Kumari Thakur Elected as Deputy Speaker of House of Representatives

Kathmandu. Rubi Kumari Thakur has been elected as the Deputy Speaker of the House of Representatives. She was elected on Friday after a majority of members voted in favor of the proposal for her election.

Representing the Labour Culture Party, she is the youngest member of the House of Representatives. The newly elected Deputy Speaker will serve for the duration of the parliamentary term. During this period, she will receive the salary, allowances, and other benefits designated for the position of Deputy Speaker.

What are the benefits?

The benefits for the Deputy Speaker are provided under the 'Act Relating to Remuneration and Facilities of Officials and Members of the Federal Parliament, 2073'. These are outlined in Schedule-1 and Schedule-2 of the Act. The first section covers salary and other financial benefits, while the second section includes other facilities.

Remuneration and Allowances

• Remuneration: 72,730 Rupees (per month)*
• Special Allowance: 1,000 Rupees (per month)
• Meeting Allowance: 1,000 Rupees (per meeting)
• Travel Allowance: 2,500 Rupees (daily – when traveling domestically or abroad; an additional 50 percent when traveling as the head of a delegation)

2. Housing, Communication, and Fuel Facilities

• Housing Facility: Government residence facility (or 25,608 Rupees per month if unavailable)
• Communication Facility: 3,000 Rupees (per month)
• Electricity/Water: Amount as per bill
• Vehicle: 1 vehicle provided
• Vehicle Fuel: 230 liters (per month)
• Mobil Oil: 5 liters (quarterly)

3. Private Secretariat and Hospitality

• Private Secretariat Arrangement: 1,750 Rupees (per month)
• Furniture Expenses: 15,000 Rupees (one-time for one term if furniture is not provided in the residence)
• Hospitality: 2,000 Rupees (per month)
• Computer Operator: 1 person (equivalent to Non-Gazetted First Class)
• Drivers: 2
• Office Assistants: 2
• Computer with Printer: 1 set
• Bicycles: 2

4. Security Arrangements

Guard House: 1,750 Rupees (per month)

Bodyguard: 1 person

Armed Guard: 1 person

Army Personnel (Soldiers): 10

5. Medical Treatment, Insurance, and Financial Assistance

• Treatment Facility: Free service from a senior physician at the Parliament Secretariat. If hospitalization is required, the Secretariat will cover expenses based on recommendations.
• Travel Insurance: 1 million Rupees per trip
• Financial Assistance in Case of Death: A lump sum of 200,000 Rupees to the family if death occurs while in office.
• Financial Assistance in Case of Disability: A lump sum of 50,000 Rupees if unable to remain in office due to physical or mental disability.

6. Other Facilities

Red Passport: A diplomatic passport (red passport) will be provided when traveling abroad for official government business.

Advance Facility: An advance equivalent to up to one year's salary for treatment of serious illnesses abroad, or up to 3 months' salary in normal circumstances.
