Kulman Ghising submits clarification to Ministry of Energy

Kathmandu, February 27 — Kulman Ghising, the Executive Director of Nepal Electricity Authority, has submitted a clarification to the Ministry of Energy.
On Wednesday, the Ministry of Energy requested a 24-hour clarification, which Ghising has since submitted.
In his five-page explanation, he has raised counter-questions regarding the legal basis of the ministry’s inquiry and the reasons for asking questions.
In his response, Kulman mentioned that he was appointed according to the decision of the Cabinet, and therefore, the ministry does not have the authority to ask for an explanation or to remove him. He claimed that since no specific wrongdoing has been identified, there should be no grounds for any action against him.
Furthermore, Kulman expressed dissatisfaction with the lack of clear reasons for the ministry's dissatisfaction with his previous clarification, stating that he was not given an adequate opportunity to respond. He argued that requiring him to submit an explanation within just 24 hours without a clear basis goes against the principle of natural justice.
Kulman has been accused of entering into a power purchase agreement with India that involves an increase in electricity rates. However, he defended the agreement, stating that the rate increase of 1.5% this year is the lowest in comparison to the standard 5% increase every year, and the agreement was done with the mandate of the Energy Minister and Secretary.
He also addressed the issue of unauthorized visits, stating that he had made 14 domestic and 2 international visits from July to February 25, and he had not been reimbursed for the expenses of these visits, despite the approval from the minister.
Kulman urged the ministry to provide the necessary support and encouragement, instead of raising minor issues and discouraging him, which he believed could negatively impact his work and morale.
