CPA failed to get final shape due to the Maoists: Balayar

Doti, Minister for Physical Infrastructure and Transport Bir Bahadur Balayar who is also a leader of Nepali Congress has said that the comprehensive peace accord failed to get completed due to CPN (Maoist Centre) even after a decade of its agreement. 
Speaking in an election programme organized at Bogtan Rural Municipality-6 Thursday, Minister Balayar said that the people were still under the threat as bombs were blasting across the country. 
He added that NC was working out as per the spirit of the CPA but Maoist Centre was not realizing it and has failed to conduct its activities as per the notion.
