Chief Minister Gurung raps appointment of 'party cadres' to judicial council

Chipledhunga–Chief Minister of Gandaki state government Prithvi Subba Gurung has said appointing the party cadres to the Judicial Council was unfortunate.

He said this while inaugurating the interaction on information and legal capacity enhancement on Civil and Criminal Code organized by the Ministry of Law, Justice and Parliamentary Affairs in Pokhara today.

The government has been criticized of appointing various persons with alleged 'political affiliation' to the judicial council on the basis of party quota. He said the judicial system could not be successful by appointing the 'party cadres' to such judicial bodies and stressed the need of appointing experts only.

The chief minister viewed that good governance and prosperity could not be thought of without systematizing the judicial system. "Although the political system changed during the various time periods, the laws have not changed to the extent that the people could get a feel of the change," he said.

Referring to the 'unbalanced employees adjustment', the Gandaki state government chief minister criticized the federal government of trying to centralize power to itself by retaining more than the necessary number of employees while there is a dearth of employees in the states.

"Why are 48,000 employees required in the centre when 20,000 would be enough," he wondered. He also urged to resolve the conflict between the state governments and the federal government in the new federal set-up in time. Otherwise, this might hamper the country's development, he said.

Gandaki state government minister for internal affairs and law, Hari Bahadur Chuman, said there have not been adequate discussions among the federal, state and local governments regarding each one's plans, works, duties and responsibilities.

Joint-secretary at the Ministry, Dhana Raj Gyawali, said discussion was required in every schedule of the constitution with the initiation of the debate on law formulation in the post-federalism scenario. One hundred and seventy people representing various stakeholder bodies are participating in the programme. ---
