Cabinet Meeting Decides on Appointments, Fee Waivers, and Investigation Committees

Kathmandu. The Council of Ministers has made 6 decisions. Minister of Education and government spokesperson Susmit Pokharel informed that the meeting held on Wednesday made 6 decisions including appointments, fee waivers, and formation of investigation committees. 

The meeting decided to appoint High Court Tulsipur Justice Basudev Acharya as the Chairman of the Special Court and High Court Surkhet Justice Dipendra Adhikari as the Chairman of the Labour Court. Similarly, Shailendra Raj Kunwar has been appointed as the Administrator of the Guthi Sansthan. 

The government has announced special concessions to promote Pokhara and Gautam Buddha International Airports. Pokharel said that the meeting decided to grant a full waiver on parking, landing, and navigation fees for regular international flights from these airports until the end of Bhadra 2085, and a 50 percent concession on ground handling fees. 

Similarly, the government has approved the agreement reached earlier to resolve the problems of metered-interest victims. With this decision, all fake documents (tamsuk) related to metered interest have been declared invalid from today. 

Furthermore, a judicial committee has been formed under the chairmanship of former High Court Justice Keshav Prasad Bastola to ascertain the facts of Ganesh Nepali's self-immolation incident.
The meeting also decided to completely waive the equity fees in the education and health sectors, providing relief to citizens. 

Spokesperson Pokharel stated that since this decision has been formally passed by the Council of Ministers, no school or hospital will be allowed to collect such fees from now on. He clarified that although complaints have been received from moneylenders regarding metered interest, the government will implement the previous understanding reached with the victims. 

Main decisions of the meeting:

1. To appoint Honourable Justice Shri Basudev Acharya of High Court Tulsipur as the Chairman of the Special Court. To appoint Honourable Justice Shri Dipendra Adhikari of High Court Surkhet as the Chairman of the Labour Court.

2. To appoint Shri Shaileshraj Kunwar as the Administrator of the Guthi Sansthan.

3. To provide a full waiver on parking, landing, and navigation fees and a 50 percent concession on ground handling fees for regular international flights from Pokhara and Gautam Buddha International Airports until the end of Bhadra 2085.

4. To approve the agreement reached on 1st Saun 2083 between the committee formed to address the demands of citizens affected by usurious lending (metered interest) and representatives of the farmers and laborers' movement against metered interest. To declare all fake documents related to metered interest as invalid from today as mentioned in the agreement.

5. Ganesh Nepali Incident: To form a judicial committee under the convenership of former High Court Justice Keshavprasad Bastola to investigate the facts of the self-immolation incident.

6. To fully waive education equity fees and health equity fees as per subsection (1) of section 18 of the Economic Act, 2083.
