India Calls for Urgent UN Security Council Reform

New Delhi. India has called on world organizations to take immediate steps to make them compatible with current realities, stating that the comprehensive reform of the United Nations Security Council can no longer be postponed. India has emphasized the need to strengthen the role of the General Assembly along with the Security Council and make the Economic and Social Council (ECOSOC) more effective, enabling the multilateral system to face future challenges.

Speaking at the ministerial-level roundtable on 'Multilateralism for the Future' as part of the informal meeting convened by the United Nations General Assembly to review the 'Pact for the Future', India's Permanent Representative to the UN, Ambassador T.S. Tirumurti, stated that the current world structure does not reflect contemporary realities.

He mentioned that to make multilateralism effective, comprehensive reform of the Security Council, revitalization of the General Assembly, and further strengthening the role of ECOSOC to promote sustainable development in all three dimensions – economic, social, and environmental – are necessary.

Ambassador Tirumurti stated that the Security Council's inability to respond effectively to ongoing conflicts in various parts of the world has weakened public trust in the United Nations. He expressed the view that questions are being raised about the UN's core objective of maintaining international peace and security, given its ineffectiveness in ending the suffering of affected populations.

According to him, the main reason for the Security Council's weakness is its outdated structure. He stated that a structure built on the world order of the 1940s cannot face today's complex challenges, and mentioned that the Intergovernmental Negotiations (IGN) on reform have been limited to inconclusive discussions for years.

He emphasized that this situation must change, as important agenda items remain confined to paper. Speaking about the 'Pact for the Future', he said that although India has serious disagreements with some of its provisions, it has supported the pact with a constructive mindset.

Ambassador Tirumurti mentioned that achieving the Sustainable Development Goals requires adequate, affordable, and predictable financial resources, and also pointed out the need for reform in the international financial structure. He stated that international financial institutions need to be made more representative, accountable, and development-oriented.

He expressed India's commitment to continuously support all meaningful efforts for necessary reforms in the UN Security Council, international financial institutions, and the global governance system, and emphasized that the world community must unite to build effective and inclusive international institutions capable of facing current and future challenges.
