Man Arrested for Illegal Lottery Operation in Biratnagar

Biratnagar. Police have arrested a person for defrauding the public by illegally operating a lottery by luring them with attractive electronic goods as prizes.

A joint police team from the District Police Office Morang and Ward Police Office Biratnagar took 35-year-old Subas Rai, a resident of Mahendra Chowk, Ward No. 11, Biratnagar Metropolitan City, into custody.

According to the police, Rai had set up an unauthorized company named Ocean Digital Solution Private Limited and was collecting money by issuing receipts, claiming that attractive electronic goods would be won in the lottery. Based on specific information, a police team dispatched at around 2 PM on Ashadh 5 apprehended Rai red-handed while he was operating the lottery with various documents and receipts belonging to the company.

Police also recovered various documents used in the fraud from the scene. The recovered documents include one customer book with 'Ocean Digital Solution Private Limited' written on it, a list of one hundred and fifty-three customers, one hundred and fifty counterfoils of receipts given to customers, and four advance booking forms.

According to Makendra Kumar Mishra, Information Officer and Deputy Superintendent of Police at the District Police Office Morang, further investigation has been initiated against the arrested Rai after extending his remand by the Morang District Court under the Lottery Act 2025 for the offense related to lottery.
