Balen Shah-led government unveils 'National Commitment Paper' for policy reform

Kathmandu. The new government led by Balen Shah has unveiled a 'National Commitment Paper' as a common document, incorporating the manifestos, pledges, and commitments of the six nationally recognized political parties. 

This commitment was prepared based on the context of the 'Gen-Z' movement last Bhadau and point no. 3 of the 100-point agenda for governance reform issued by the government formed after the Falgun 21 election on Chaitra 13.

This commitment, introduced to establish shared ownership among political parties, will be implemented by incorporating it into the annual policies, programs, and budgets for the upcoming fiscal year 2083/84 and beyond. Its inter-agency coordination and monitoring will be conducted by the Office of the Prime Minister and Council of Ministers.

Economic stability and reform have been given top priority in the commitment paper. An ambitious goal has been set to achieve an average economic growth rate of 7 percent within the next five years, reach a per capita income of 3,000 dollars, and bring the size of the economy close to 100 billion dollars. Similarly, the government aims to create 1.5 million jobs domestically within the next 5 years.

The document includes goals such as increasing self-reliance in agriculture, providing credit cards and contribution-based pensions to farmers, launching a 'Clean Mountain: Safe Climbing' campaign for tourism, and producing 30,000 megawatts of electricity in the coming decade for the energy sector.

To promote good governance, policies have been put forward to abolish partisan trade unions within government services, investigate the assets of those in public office, and make appointments solely based on meritocracy.

Likewise, 18 major thematic areas have been included in this national commitment, such as making education and health free and high-quality respectively, declaring information technology a strategic industry and launching a 'From Nepal to the World' campaign, and ensuring justice for victims by effectively regulating the cooperative and microfinance sectors.
