CPN-UML Unveils Detailed Manifesto for House of Representatives Election, Focusing on Governance and Employment

Kathmandu. The Communist Party of Nepal (CPN-UML) has publicly released its detailed commitment paper for the upcoming House of Representatives election scheduled for Falgun 21.

The party, contesting with the 'Star' election symbol, presented a roadmap for an independent and prosperous Nepal under the main slogans of 'Good Governance and Preparation for Socialism through Employment' and 'Defense of Nationality and Democracy'.

Milestones and Plans/Programs [Highlights]

Annual economic growth rate exceeding 10% will be achieved within the next 5 years.

The multidimensional poverty rate will be reduced from the current 20.15% to 10% (within 5 years).

An additional 150,000 jobs will be created annually.

A minimum of 500,000 regular jobs will be ensured within 5 years.

At least 100,000 individuals returning from abroad will be made entrepreneurs (within 5 years).

An annual target of adding 150,000 self-reliant jobs will be set per year.

Complete self-sufficiency in paddy, wheat, vegetables, fruits, milk, meat, and fish will be achieved within 2 years.

The next decade will be declared the "Decade of Agricultural Investment."

Farmer identity cards will be distributed to all farmers (within 1 year).

Integrated Agriculture Act and Farmer Rights Act will be drafted and implemented (within 1 year).

A National Agricultural Disaster Fund will be established.

Regular agricultural census will be conducted to build a digital farmer database.

An additional 10,000 MW of electricity production will be achieved within 5 years.

The capacity of the national grid will be increased to 15,000 MW (within 5 years).

According to long-term goals, 40,000 MW of electricity will be produced by the year 2100.

Nepal will be declared a country utilizing 100% green energy.

The mix of renewable energy will be significantly increased.

500,000 new housing units will be constructed within 5 years.

Clean drinking water will be made available to every Nepali household within 5 years.

20 cities will be transformed into Smart Cities (within 5 years).

100 rural settlements will be made Smart Villages (within 5 years).

A high-level independent asset investigation commission will be formed within 1 year.

Assets of all individuals who have held public office to date will be investigated.

A powerful and independent Lokpal (Ombudsman) will be formed.

A time-bound action plan will be implemented to remove the country from the grey list.

25% new and capable manpower will be inducted into government service within 5 years.

The Federal Civil Service Act will be passed in the first session.

A high-level administrative structure review commission will be formed.

Salaried women will be provided 6 months of maternity leave for up to two children.

Free treatment for women-specific diseases such as breast cancer, uterine prolapse, fistula, and urinary incontinence will be provided.

Fast-track Women Justice Units will be established in every municipality.

One residential psychosocial counseling center will be established per municipality for women victims of violence.

A 25% interest subsidy will be provided on business loans for women entrepreneurs. [ ] The allowance for single women will be increased according to the times.

All citizens will be mandatorily enrolled in the contribution-based social security fund.

The transition period will be ended by completing the remaining tasks of the peace process.

The Truth and Reconciliation Commission, the Commission of Investigation on Enforced Disappearance, and reconciliation efforts will be made effective.

The goal of achieving Net Zero Emissions by the year 2045 will be achieved.

Maximum utilization of the Green Climate Fund and the Loss and Damage Fund will be ensured.

An AI and digital technology-based disaster early warning system will be developed.
