Khatiwada Demands Clarity: Am I Being Found Guilty or Morally Responsible?
Kathmandu – Ramhari Khatiwada, Chairperson of the State Affairs and Good Governance Committee, has questioned whether the parliamentary probe committee has declared him guilty or merely morally responsible for irregularities in the "cooling-off period" provision of the Federal Civil Service Bill. He stated that he will decide his next steps only after thoroughly reviewing the investigation report.
Probe Committee's Findings
The parliamentary investigation committee concluded that Khatiwada, as committee chair, bears moral responsibility for the controversial provision since he signed the report. When asked by Ratopati about his response, Khatiwada countered, "Am I being declared guilty or just morally accountable? I’ll decide only after reading the report." He further challenged the committee to prove if he had ever opposed the cooling-off period clause.
Khatiwada’s Defense
Khatiwada asserted that he has consistently supported the cooling-off period provision. "I’ve always advocated for it in committee meetings. If the probe claims I opposed it, they must provide evidence," he said. He also argued that if he is found guilty, all committee members should share the blame, as decisions were collective.
Controversy Over Report Signing
The Federal Civil Service Bill report, submitted to the House of Representatives, bore Khatiwada’s and Secretary Suraj Kumar Dura’s signatures. The probe committee used this to assign moral responsibility to them. However, Khatiwada clarified that while he signed the report, he did not draft it and emphasized that the House also bears responsibility for approving it.
Next Steps Pending Review
Khatiwada said he has yet to examine the probe report in detail. "I’ll consult with leaders and decide my course of action after reviewing it," he stated, maintaining that his stance will depend on the findings.
