Personnel to be deployed by Sept 4 in local level: Minister Basnet

Kathmandu - Minister for General Administration Tek Bahadur Basnet has vowed to deploy the minimum number of government officials in the local levels by September 4 for the effective functioning of the local level of governance. 

At a news conference in the ministry Tuesday, Minster Basnet said that functioning of the local level was not smooth due to lack of personnel. "The officials should be deployed to take the Singha Durbar to the villages," he added. 

He said that federalism would be implemented by deploying the government officials in the local level and added that administrative federalism was yet not prepared though framework of political federalism was prepared. 

On the occasion, he announced a 48-point commitment paper for his priority work. He shared that the officials would be sent to the local level on deputation and the complete management would be done once the Personnel Adjustment Act comes into place. 

He also pledged to run orientation programme for the chief and deputy elected in the local level for smooth functioning of the administration. 

Minister Basnet promised to bring the Act within a month for the adjustment of the officials in all three layers of the government. 

Likewise, Basnet pledged to ensure a year-long residential training to the newly-selected officers, upgradation of the civil service hospital, hydropower project in the investment of the officials and many others. 

On the occasion, Secretary at the Ministry Mohan Krishna Sapkota said that the officials should go to the local level for the implementation of the federalism and stated that act, laws and organizational structures are being prepared to best suit the federalism.
