Government and Victim's Family Reach 9-Point Agreement on Ganesh Nepali's Death

Kathmandu. A 9-point agreement has been reached between the Government of Nepal (including local levels) and the victim's side regarding the incident of 25-year-old Ganesh Nepali from Mugu, who died during treatment at Bir Hospital.

According to the agreement reached on Sunday at the District Administration Office, Kathmandu, an independent investigation committee will be formed under the convenorship of a former judge to conduct a factual and impartial investigation of the incident. The committee is mentioned to submit its report to the government within seven days of its formation.

It is also mentioned in the agreement that a decision process will be initiated to declare Ganesh Nepali a martyr based on the investigation committee's report and recommendations. 

Furthermore, it has been agreed that the Kathmandu Metropolitan Police personnel deployed in the field on the day of the incident will be suspended for now, and further action will be taken based on the investigation report.

As relief for the victim's family, it has been agreed that the deceased's wife will be provided employment in the Kathmandu Metropolitan City based on her qualifications and capabilities, the daughter's entire higher education expenses will be managed, and an appropriate relief amount will be provided through the upcoming executive meeting. 

Similarly, the government and the metropolis have agreed to take responsibility for the arrangements for the funeral, transportation and stay expenses of the relatives in Kathmandu, facilitating the process of receiving the body and post-mortem, and arranging health insurance for a household member of the family. 

Points of Agreement 

• The Government of Nepal will promptly form an independent investigation committee under the convenorship of a former judge to conduct a factual and impartial investigation of this incident. The committee will submit its report to the Government of Nepal within seven days from the date of its formation.
• Regarding the declaration of the late Ganesh Nepali as a martyr, the Government of Nepal will proceed with the necessary decision-making process based on the prevailing laws, past practices, and the report and recommendations of the formed investigation committee.
• The District Administration Office, Kathmandu, will write to the Kathmandu Metropolitan City to suspend, for now, the metropolitan police personnel of the Kathmandu Metropolitan City who were deployed in the field at the forefront of the incident site on the day the incident occurred, pending further action based on the report/recommendations of the investigation commission.
• As per the decision of the upcoming executive meeting of the Kathmandu Metropolitan City, employment will be ensured for the deceased's wife based on her qualifications and capabilities. Additionally, the Kathmandu Metropolitan City will make all necessary arrangements, including covering all expenses for the deceased's daughter's higher education. Relevant bodies of the Government of Nepal will coordinate for this task.
• An appropriate amount will be provided as relief to the deceased's dependent family through a decision in the upcoming executive meeting of the Kathmandu Metropolitan City. 
• The Kathmandu Metropolitan City will make all necessary arrangements for the funeral rites (cremation) of the deceased and the arrangements for mourning in Kathmandu.
• The responsibility for fully cooperating and facilitating the legal processes such as receiving the deceased's body and post-mortem, and performing the funeral rites will be taken by the victim's family and relatives.
• The Kathmandu Metropolitan City will bear the expenses for the transportation of the deceased's immediate family members and their stay in Kathmandu during the mourning period.
• Health insurance for the immediate family members of the victim's family will be arranged by the Ministry of Health and Population.
