Speaker Aryal Emphasizes Coordination Among Three Tiers of Government for Lawmaking

Kailali. Speaker Dol Prasad Aryal has stated that coordination and cooperation should be maintained among the three tiers of government while enacting laws. He said so at the Inter-Parliamentary Conference organized by the Inter-Parliamentary Forum in Tikapur today.  

Speaking at the conference, he said that effective coordination, cooperation, and collaboration should be maintained between the federal parliament and the provincial assemblies in the implementation of federalism.  

Emphasizing the need for lawmaking that does not conflict with the coordination and cooperation among the three tiers of government, the Speaker said, "I am committed to working in a way that the laws made by all three tiers of government do not conflict." I will move forward with lawmaking by coordinating and cooperating with everyone. Only through mutual coordination and cooperation will an environment be created to work by understanding the expectations of the people."

Speaker Aryal emphasized that the target groups should be kept at the center when enacting laws. He said that when the class that needs to implement the law only comes to know about it after the law is enacted, challenges in implementation arise, and therefore, laws should be made only through coordination and cooperation with the target groups.

Speaker Aryal said that although federalism was said to bring the power of Singha Durbar to the villages, that power has not yet gone beyond Singha Durbar. "We have not yet been able to deliver the rights we need to give to the people to the villages," he said.
