Former Minister Aryal Emphasizes Environment of Competence and Creativity in Democracy

Kathmandu. Former Minister Om Prakash Aryal has stated that in a democratic system, an environment of competence and creativity is more important than hierarchy.

Addressing a workshop seminar organized in Kathmandu on Friday, he claimed that democracy and republic have opened doors of possibility for all citizens.

Clarifying that everyone has equal opportunities in the current system, he also presented an example of a person who came into politics from civil service. Citing the instance of an employee who was at the sixth level of civil service until a few months ago, and is now not only a Member of Parliament but also a minister, Aryal mentioned that this system has given everyone the opportunity to move forward.

‘We created an environment of competence and creativity rather than hierarchy in our system, and as a result, outcomes have been achieved,’ he said. ‘Some colleagues were employees at the sixth level just a month or two ago, and now they are not only MPs but also ministers. Therefore, the doors of possibility have now opened for everyone in this country, in this republic, and in this democracy.’

Former Minister Aryal expressed the view that no one should be insulted without basis and everyone should be given the benefit of the doubt. He asserted that the country will not be built by merely making accusations and destroying others' characters. Discussing the style of functioning of the home administration, he claimed that the administration also criticizes or takes action based on evidence.

His argument is that no person should be declared guilty unless adverse evidence is found against them. He said, ‘If there is any mistake or weakness, action should be taken based on evidence. But the country will not be built by merely making accusations and insulting others. If evidence is seen, criticism might be made; if adverse evidence is not seen, work has been done by giving the benefit of the doubt.’

He expressed concern that the practice of insulting and accusing others without basis still continues in society. However, he believes that as democracy strengthens, such negative tendencies will automatically stop. Aryal stated that he is optimistic that the current government will also pay special attention to this matter and that the political and administrative environment will further improve in the coming days.
