Entrepreneur Birendra Bahadur Basnet Proposes Restructuring Local Governments and Industrializing Agriculture During Constitutional Amendment Discussions

Kathmandu. Entrepreneur Birendra Bahadur Basnet has proposed restructuring local governments and industrializing agriculture for egalitarian prosperity during the constitutional amendment process. 

He presented his concept paper during discussions with the task force preparing the constitutional amendment debate paper, stating this.

In Tuesday's discussion, Basnet suggested reducing the current 753 local levels to around 200 to cut the country's administrative expenses. However, he argued that the number of wards should be increased to bring services closer to the people, and wards should be made the main centers for education, health, industry registration, and employment. 

Similarly, he stated that the role of the District Administration Office should be limited to coordination and security, with other administrative tasks brought under provincial and local governments.

For economic reform, Basnet emphasized industrializing subsistence agriculture. To remove the 42 percent hidden unemployment in agriculture, he also proposed setting a minimum support price before production begins and establishing community industries under the leadership of wards.
