Speaker Warns MP Harkaraj Rai to Correct Behavior in Parliament

Kathmandu. Speaker Dol Prasad Aryal has warned Shram Sanskriti Party Chairman and MP Harkaraj Rai to correct his behavior in the House of Representatives meeting.

Rai has been displaying placards in the House of Representatives meeting for the past few days. When he displayed a placard in the meeting held on Wednesday, Speaker Aryal cautioned him in accordance with the rules of the House of Representatives.

Speaker Aryal warned him to correct his activities and behavior as per Rule 30 of the House of Representatives Regulations.

Rule 30 of the House of Representatives Regulations contains provisions related to warnings. The rule states, 'The Speaker may warn a member who behaves indecently in the meeting to control their behavior, and upon receiving the warning, such member shall immediately control their behavior.'

Following such a warning from Speaker Aryal, MP Rai also questioned the Speaker, relying on the regulations. He asked Speaker Aryal, 'Did you enforce Rule 15 of the House of Representatives Regulations?'

Rule 15 of the House of Representatives Regulations contains provisions related to zero hour and special time. Sub-rule (1) of Rule 15 states, 'The Speaker may allocate zero hour and special time for members to present contemporary issues they deem necessary.'

The same sub-rule further states, 'However, if a member requests time by clapping to draw the government's attention to a serious incident or issue during the period between the previous meeting and the meeting about to commence, the Speaker may provide emergency time.'
