New definitions added to House of Representatives draft regulations

Kathmandu. Two points have been added to the definition section of the draft House of Representatives working regulations.

The draft, which is being prepared to be submitted to Speaker Dol Prasad Aryal (DP) shortly on Tuesday, includes new provisions in clauses (c) and (j) of the definition section under Section 1.

In the draft of the regulations provided to Ratopati by committee sources, clause (c) of the definition section states, 'Unparliamentary language refers to words that are rude, obscene, insulting, objectionable, or contrary to public decency or morality, and words spoken in a manner that belittles or otherwise affects, discriminates against, lowers the dignity of, or makes unverified allegations against any person, caste, religion, language, or gender, or reflects geographical discrimination.' This provision was not included in the House of Representatives Working Regulations 2079.

Similarly, in clause (j) of the definition section, the sentence 'Delegated legislation refers to regulations, orders, formation orders, bylaws, directives, procedures, or standards' has also been added.
