Koshi Province Chief Minister Pledges Result-Oriented Budgeting from Next Fiscal Year

Morang. The Chief Minister of Koshi Province, Hikmat Kumar Karki, has committed to formulating a result-oriented budget starting from the next fiscal year.

The Koshi Province Planning Commission organized an orientation program on the Bank Information System in Biratnagar on Monday, providing technical and theoretical information to the members of the Provincial Assembly regarding plan selection and 'plan entry' into the plan bank.

At the program, Chief Minister Karki, who is also the Chairman of the Commission, expressed his commitment to reviewing the unbalanced practices of the past seriously this time and creating a budget that yields results in all sectors. He stated that the plan bank would be operated systematically, and plans entered into the bank would be prioritized in this year's budget.

Chief Minister Karki urged the provincial structure to work visibly this time and informed that a system has been developed for budget entry from the district level to ensure that the shortcomings in budget formulation seen previously are not repeated. He lamented that the pace of development has not advanced due to the recurring trend of changing ministers and secretaries.

The provincial government has signed Memorandums of Understanding (MoUs) with various universities and campuses within the province concerning subjects related to the overall development service delivery of the province, as well as research, exploration, and feasibility studies.

Through the Provincial Planning Commission, an agreement has been signed with the Central Campus of Technology, Dharan, under the Institute of Science and Technology, Tribhuvan University, regarding the production, quality measurement, testing, marketing, and branding of traditional homemade liquor (Raksi) produced by families within the province.

Chief Minister Karki also mentioned that agreements on various subjects have been signed with Tribhuvan University Postgraduate Campus Biratnagar, Purbanchal University, and Koshi Province Manmohan Technical University.

Tara Nath Niraula, Vice Chairman of the Provincial Planning Commission, expressed confidence that this agreement and the implementation of the plan bank would contribute to the province's development and prosperity. Rajendra Prasad Poudel, Chief Secretary of the Provincial Government, stated that the provincial government would prioritize working with the plan bank.

The program was attended by the Speaker of the Province Assembly, various ministers, officials of the Provincial Planning Commission, the Chief Secretary, secretaries, advisors to the Chief Minister, journalists, and representatives from educational institutions.
