Biratnagar Metropolitan City Ranks First in National Natural Resources and Fiscal Commission Evaluation

Biratnagar Metropolitan City has secured the top position in the evaluation conducted by the National Natural Resources and Fiscal Commission. The metropolis achieved first place by scoring 78.11 percent in the current fiscal year. Lalitpur Metropolitan City is in second place, having scored 76.33 percent based on various indicators. Meanwhile, Kathmandu Metropolitan City scored 44.97 percent.

Chitwan's Bharatpur Metropolitan City scored 68.08 percent. Parsa's Birgunj Metropolitan City scored 54 percent. Pokhara Metropolitan City in Kaski scored 58.76 percent.

Based on this assessment, Nagarjun Municipality ranked first among the total of 11 local levels in Kathmandu. According to the Commission's evaluation, the municipality scored 70.63 percent.

According to the Commission, Shankharapur Municipality scored 55.20 percent, Kageshwori Manohara Municipality scored 61.82 percent, Gokarneshwor Municipality scored 56.78 percent, Budhanilkantha Municipality scored 51.39 percent, while Tokha Municipality scored 65.67 percent.

Furthermore, Tarkeshwor Municipality scored 59.29, Kirtipur Municipality scored 62.15 percent, Chandragiri Municipality scored 67.59, and Dakshinkali Municipality scored 53.22 percent.

According to the Commission, Bhaktapur Municipality in Bhaktapur scored 68.32 percent. Changu Narayan Municipality scored 62.59, Madhyapur Thimi Municipality scored 50.92, and Suryavinayak Municipality scored 66.52 percent.

In Lalitpur, Mahalaxmi Municipality scored 51.78, Godawari Municipality scored 40.93, Konyosom Rural Municipality scored 68.79, Mahankal Rural Municipality scored 72.99, and Bagmati Rural Municipality scored 67.84 percent.

The Commission evaluates based on 17 different indicators. These indicators include whether the Rural Municipal Executive or Municipal Executive submitted the budget for the current fiscal year by Jestha 10, whether the revenue estimate was passed, and whether 40 percent of the revenue collected from property tax, registration fee, and entertainment tax that is due to the Provincial Government was deposited monthly into the Provincial Reserve Fund.

Similarly, indicators include whether the annual review of the current fiscal year's budget implementation was conducted and the details published by Kartik end, the status of revenue mobilization within the local level's jurisdiction, the expenditure status according to the previous fiscal year's allocation of the local level, and the status of audit observations regarding irregularities.

Indicators also cover whether the Local Reserve Fund Management System was used, whether the local level formulated a periodic plan, the net enrollment rate for students aged five to twelve in grades 1 to 8 for the academic session 2082, and the retention rate of students from grade 8 to grade 9.

Furthermore, it requires stating the percentage of students who participated in the grade 10 examination from community schools and achieved a stratified score (GPA 1.6) or higher compared to the total number of participating students.

Additionally, indicators determined by the Commission, based on which it evaluates rural and municipal levels, include the proportion of women who received at least four antenatal check-ups, the proportion of fully immunized children, and whether the performance indicator-related details were entered into the electronic online portal prepared by the Commission within the stipulated time.
