Kathmandu. Nepali Congress and CPN-UML have reached the place of power cooperation after a decade. On Monday night, an agreement was reached between Congress and UML for power cooperation.

Chief Whip of the Congress Parliamentary Party, Ramesh Akhtar, said that the agenda of the constitution amendment has been decided on the journey of power cooperation between the Congress and the UML. A memorandum of understanding was signed between Congress president Sher Bahadur Deuba and UML president KP Sharma Oli at midnight on Monday.

According to the Congress leader who participated in the talks between the two parties, it was agreed to form the government under the leadership of UML President Oli in the first phase. According to the agreement, the government will be formed under the leadership of Deuba for the second term. Congress and UML had already shared power half a dozen times.

In 2055, for the first time, Congress and UML were in power. UML participated in the cabinet led by then Prime Minister Girija Prasad Koirala. The UML joined after the split from the UML left the then Koirala-led government.

Then in May 2061, Sher Bahadur Deuba-led Congress Democratic Party and UML stood together. The Congress Democratic Party and the UML were a collaboration formed after the Congress split. In 2064, the Congress merged with the Democratic Congress.

Congress, UML and other parties participated in the government led by Girija Prasad Koirala after the people's movement was successful on 11 Baisakh 2063. The rebel Maoists participated in the peace talks in the same government. In the first Constituent Assembly too, UML and Congress came to power together.

In May 2066, Congress participated in the government led by the then UML leader Madhav Nepal. The government led by Nepal had the support of 22 parties including the Congress. Nepal, who became the Prime Minister in May 2066, resigned in June 2067. After the delay in the formation of the new government, he was acting as the Prime Minister of Nepal until January 2067. Congress and UML, who shared power for 18 months in the first constitution, came together again after the second Constituent Assembly.

Congress and UML collaborated in the government led by the then president of Congress, Sushil Koirala. The Constitution of Nepal was promulgated in October 2072 during the Congress-UML government led by Koirala in January 2070. After the constitution was made, there was no chance of power cooperation between Congress and UML.

On May 22, 2078, after the split of the then CPN and the separation of the UML and the Maoist Center, the then Prime Minister Oli Deuba reached Budanilkanth. On the same May 27, Oli, who was preparing to take the vote of confidence, offered Deuba power cooperation. However, Deuba, who is planning to become the Prime Minister by trusting the Madhav Nepal side of Maoist, Jaspa and UML, rejected Oli's proposal.

Oli, who was relieved of his post after failing to get a vote of confidence, submitted his claim again and chose the path of dissolving the parliament for the second time. Oli's second dissolution of parliament was also deemed unconstitutional and the Supreme Court issued a mandate to appoint Deuba as Prime Minister. Deuba, who replaced Oli through the Supreme Court on June 28, took the hand of power cooperation in February 2078.

Before the Millennium Challenge Corporation (MCC) agreement was passed by the parliament in the then ruling coalition, there was talk of power sharing between the Congress and the UML. Finally, after the Maoist Center and the United Socialists helped to pass the MCC, the chapter of power cooperation between Congress and UML was closed. After the general election of 2079, there was a dialogue between Congress and UML for power cooperation.

After the Congress became the first party in the general election, Deuba started talks with the UML to become the Prime Minister for the first term. Deuba sought UML's support after Prachanda, the Chairman of the Maoist Center in the then electoral coalition, took the stand that he wanted the prime minister for the first term. Even though Congress leader Bimalendra Nidhi tried to bring Congress and UML together, an environment of trust could not be created. Oli promoted the chairman of the Maoist center Prachanda to the position of Prime Minister on 10th January 2079 and brought the Congress to the opposition category.

In the last 18 months, there was a competition between Congress and UML to pat the shoulders of Prime Minister Prachanda. Prachanda, who left UML in February 2079, took the Congress with him, but from February 2080, UML again turned its back. On June 17, the Congress and UML reached an agreement for power cooperation after removing Prime Minister Prachanda from his shoulders.

There is a picture of the past that the power collaboration between Congress and UML for half a dozen times did not give any achievements and political stability except for the constitution.
