Process of UML Madhes Provincial Committee Congress starts, Citizenship mandatory for Youth
KATHMANDU, Aug 29: The preparation for the Congress of the CPN UML Madhes Provincial Committee which is going to be held on the 22nd and 23rd of September is being sped up. UML has been rapidly completing the Congresses of various committees under the Madhes Province and has also revved up the work of selecting the representative for the Congress of the Madhes Provincial Committee.
According to the UML Madhes Province Chairman Ram Avatar Yadav, the selection of representatives for the Provincial Congress will be done on the 12th of September, which will be done on the municipal level. However, for Dalits and those of the Muslim communities, a district is considered a unit, said Chair Yadav.
It is mentioned in the instructions issued by the Madhes Provincial Committee that 5 representatives each should be chosen for Dalits and Muslims, and out of the five people, there should be one woman and one youth. It has been mentioned in the instructions that the age of the youth should be below 40 years and that a copy of the citizenship card is mandatory for the youth.
Similarly, he also said that priority will be given to those who joined the UML from other parties. It has been mentioned in the instructions that all the districts will form a three-member election committee consisting of a chief officer and 2 officers from intellectuals and professionals for each municipality as well as Dalit and Muslim community areas for the selection of representatives from the district committee or the secretariat meeting within September 1.
The election committee has also been instructed to be posted in different municipalities. It has been said that the election program will be announced at the meeting of the election committee formed for the municipality, Dalit and Muslim communities on September 4.
Similarly, from the 6th to the 8th of September, every municipal committee will have to officially inform every member about the program related to representative selection and the work schedule.
A fee of five hundred rupees has been fixed for the nomination of the representative. It is mentioned in the instruction letter that if any dispute arises during the selection of the representative, it will be resolved by the monitoring committee of the municipality, the in-charge and the district committee chairperson under the leadership of the district in-charge.
A special committee consisting of Julie Kumari Mahato, Achyut Mainali and Ram Avatar Yadav has been formed under the coordination of UML leader Lilanath Shrestha for monitoring and guidance. After the declaration of the results of the representative election, the representative details form prepared by the provincial committee must be filled, which must be verified by the district chairman with the signatures of the chief election officer as well as the municipal committee chairman.
In the case of Dalits and Muslims, it has been said that the signature of the district election chief and party district chairperson is required. Every representative will have to pay Rs 2,000 to the Madhes Provincial Committee when submitting the form.
