Work of Karnali's Ministry of Water Resources and Energy Development always controversial

KARNALI, Jan. 4: From the Minister to the staff at the bottom of the hierarchy, of the Ministry of Water Resources and Energy Development, have been doing gossip rather than working. The name of this ministry comes first among the ministries that keep getting entangled in many tasks saying that sometimes there is no procedure and sometimes there is no staff.
It has been found that the employees are more active than the minister in how they can give work to their close ones rather than the implementation of the budget in the district. Former Minister of Water Resources and Energy Development Ganesh Prasad Singh distributed 10 million rupees for irrigation and drinking water within a month of assuming office and sent it to the Planning Commission.
The senior staff of the ministry tried to destroy the plan because the minister was more an authority than the staff in that distribution. Every piece of information in the ministry was sent to the chief minister's office before the minister. As soon as Minister Singh left the ministry, there was talk in the market shadowing even the new minister Rato Kami and mocked by saying there is no work of the current minister.
The Ministry of Water Resources of the province has come under criticism from time to time because of the employees who only pay attention to where the allowance comes from, but do not pay attention to increasing the development expenditure of the Ministry. It has been accused that instead of giving programs proportionally in all districts of Karnali, they are only following the same method as how and by what means they can spend more in their district.
It is said that the instructions sent and given by the minister's secretariat are only verbal and not implemented in practice, due to which the work has not been effective. At the time Minister Ganesh Prasad Singh was the Minister when the stakeholders came to the relevant office to understand the plan sent for DPR in 10 districts, there was a complaint that the plan was sent back saying that the plan had not arrived. Showing a lack of staff, the development program sent to each district is used to force the DPR-friendly people. His secretariat said that the current minister Rato Kami has not been able to do any work for four months since he came to office.
It has been alleged that the high-ranking employees of the Ministry of Water Resources, who have estimated that the government will be formed under the leadership of the Congress in Karnali, are actively trying to stop Chief Minister Jeevan Bahadur Shahi by plotting against him, including the plans sent by Minister Kami and Minister Singh. The departmental minister used to be overshadowed by listening to the chief minister's words more than the departmental minister's, from budget formulation to other topics.
The delay in the implementation of the 'Karnali Bright Program' of the Karnali government is also one of them. The program of the current financial year has been stalled due to the non-formulation of procedures. For this program, the Ministry of Water Resources and Energy Development has allocated a budget of 10 million for the current financial year. The program, which was being run by the office of the Chief Minister and the Council of Ministers until the last financial year, has been brought under the Ministry of Water Resources and Energy Development this year. Before this, the office of the Chief Minister and the Council of Ministers had created separate procedures and conducted the work. After coming under the Ministry of Water Resources and Energy Development, even though the corresponding procedures were prepared and sent to the Chief Minister's Office, the problem has been that they have not been given a final form.
