Bagmati Province Assembly: All-party meeting begins

Makawanpur - An all-party meeting has started today to discuss the matter of taking the oath of the Members of Parliament of Bagmati province. The meeting called for 11 am at the State Assembly Secretariat Hetaunda started one hour late.

The meeting will finalize the decision for the senior members of the MPs elected for the second term of the Provincial Assembly; the date to take the oath.

Krishnahari Khadka, Secretary of the Provincial Assembly Secretariat, said that preparations are being made for the oath-taking of senior members on Poush 11 and other members on Poush 12, in coordination with the state government. He added that the proposal will be presented in the all-party meeting today and will be finalized.

The Secretariat has already selected a senior member to preside over the first meeting of the Provincial Assembly. According to the Secretariat, Ram Prasad Dhungana, elected to the Provincial Assembly from Nuwakot Constituency 2 (A) of the CPN Maoist Center will preside over the first meeting and take the oath of other MPs as a senior member. Today's all-party meeting will finalize the issue.

According to Article 183 of the Constitution, in the event that there is no election for the Speaker and Deputy Speaker of the Provincial Assembly, the Election Commission must convene a meeting within 20 days of the announcement of the final results of the election and the meeting will be led by the senior member.

According to Secretary Khadka, the secretariat will also prepare the necessary agendas for the first meeting. He mentioned that the possible agenda of the first meeting of the Provincial Assembly will include greetings and welcoming, the election of the Speaker and Deputy Speaker, letters received from the office of the Provincial Head, and such.

He said that in the first meeting of the Provincial Assembly, some ordinances submitted by the government will be presented in the House and after completing the process, they will proceed with law-making. The state government issued the Local Service (Formation and Operation) Ordinance, 2079, and the State Civil Service Ordinance, 2079 on Bhadra 1 last year, when the Parliament was not functioning. Similarly, Provincial Health Service (First Amendment) Ordinance, 2079 on Asoj 12, Provincial Handicraft Village Establishment and Operation Ordinance, 2079, Provincial Agricultural Development Ordinance, 2079, and the Provincial Poultry Development Board on Asoj 30, have been issued.

He stated that since the ordinances issued by the government should be passed within 60 days of the commencement of the House, they will be presented in the first meeting of the Parliament.
