Women lawmakers' role highlighted to make parliament effective

Kathmandu– This was stressed in an interaction programme with women lawmakers from the House of Representatives and the National Assembly here today.

The interaction was organized by the Federal Parliament Secretariat with the objective of imparting information on various dimensions of the parliamentary practices

. In course of the interaction programme, the women lawmakers would be apprised of the theoretical and practical aspects of the legislation process and the 'question-answer hour' and how to present oneself during the zero hour, special hour and call attention hour in parliament, according to the Secretariat.

Deputy Speaker of the House of Representatives, Dr Shiva Maya Tumbahangfe inaugurated the programme. On the occasion, she said that the Federal Parliament has completed 18 months after the promulgation of the constitution and it was moving ahead in an effective way in fulfilling the people's expectations during this period.

"Women lawmakers should increase their role further in making the parliamentary exercise more effective. You (women lawmakers) should raise the people's issues in the parliament and parliamentary committee meetings without any inhibition," the Deputy Speaker said, urging the women MPs to 'show their expertise' in every parliamentary activity.

Vice Chairperson of the National Assembly, Sashi Kala Dahal said the effectiveness of the entire parliament is affected when lawmakers do not pay attention to the subtle issues while presenting important issues in parliament.

Former Constituent Assembly chair Subas Chandra Nembang, giving information regarding as to how the lawmakers should present themselves while putting their views during the zero hour, special hour and call attention hour, suggested them to put their opinions in point form and in brief.

"There is no need for waging a movement. Rather it is time to implement the constitution which has been drafted by the people and for the people.

We can achieve prosperity only through the implementation of the constitution," Nembang stressed. Secretary-General of the Federal Parliament, Manohar Prasad Bhattarai said the interaction has been organized to make the Federal Parliament more effective and well-organized.

Chairperson of Nepal Law Commission Madhav Poudel and Secretary of the Federal Parliament Dhruba Prasad Ghimire will present papers on parliamentary stage of law making and on the theoretical and practical aspects of question-answer hour in parliament, respectively.
