Minister Pandit stresses on collective efforts to realise vision of 'prosperous Nepal, happy Nepali'

Kathmandu –Minister for Federal Affairs and General Administration, Lalbabu Pandit, has stressed the need of cooperation among the federal, province and local governments to materialise the vision of "prosperous Nepal, happy Nepali" presented by the government. 


In a meeting of the House of Representatives today, the Minister in his replies to queries raised by lawmakers during the discussions over the Appropriation Bill- 2075 BS, claimed that development plans were formulated based on the constitutional provisions, commitments made before the people during the election campaign and the Sustainable Development Goals (SDGs). 


As he said, development plans have been changed with the country switching to federalism and budget has been allocated to the federal, provincial and local levels confining to their jurisdictions. 


The budget allocations to the province and local levels were made as per the constitution and people's needs, according to the minister, who went on to say that Tarai Madhes Prosperity Programme would be implemented. He further pledged the facilitation from the center to enhance technical capacity building of local levels 
"The Ministry has been more focused on making public administration responsible to the people." 


He added that a survey had been already completed to find out the required number of employees at the centre, province and local levels, and employee adjustment works had already begun. "The federalism is totally a new practice in the context of Nepal and the government has the policy of adjusting with this system through a learning process." 


In a supplementary question, Prem Suwal questioned who was responsible for controlling corruption. 
Likewise, Dilendra Prasad Badu inquired about the reason behind the lack of effective implementation of Employees Adjustment Act-2074 BS. 


Similarly, Bimala Nepali and Man Bahadur Bishwakarma suggested to the government not to scrap the Downtrodden, Oppressed and Dalit Community Upliftment Committee. 


In response, the Minister informed the lower house that Federal Civil Service Act is under discussions and corruption of corruption was possible only through combined efforts.
