Kathmandu Metropolitan City Launches 'Land Service Center' for Doorstep Citizen Services

Kathmandu. The Kathmandu Metropolitan City (KMC) has launched the 'Land Service Center' and 'Land Information System' to provide land-related services to citizens at their doorsteps. Minister for Land Management, Cooperatives, and Poverty Alleviation, Prof. Dr. Kumar Ingam, formally inaugurated this service during a special program organized on Sunday.

To materialize the concept of 'Singhamdarbar in Every Village' envisioned by the constitution and to provide facilities available at Singhadarbar (the central administrative hub) from the local level, the authority over land-related matters has been transferred to the metropolis. Minister Ingam stated that since land and property are the primary concerns for 95 percent of the citizens in the Kathmandu Valley, they will no longer need to rush to ministries or departments for government services.

He mentioned that land has become the main asset because the state failed to teach citizens about engaging in industries, and informed that the use of technology will be increased to make the process free from administrative hassles.

KMC Acting Chief Sunita Dangol informed that, as per the decision of the 47th Executive Committee meeting, this service has been initiated in 10 wards as a 'pilot project' for now. In the first phase, services have started from Wards No. 3, 4, 6, 10, 14, 15, 16, 23, 26, and 31, and preparations are underway to expand it to all 32 wards of the metropolis in the near future.

She clarified that although services could not be extended to all wards simultaneously due to technical and physical preparations, the service will be expanded to other areas based on the experience gained in the first phase. With the implementation of this system, important tasks such as revenue collection, collecting biometric details, preparing deeds for land transactions, mortgaging and releasing land for bank purposes, and printing land ownership certificates will now be completed from the ward offices.

It is expected that this will reduce unnecessary crowding at the Land Revenue Office and provide hassle-free services to the citizens.
