Agreement reached to amend preamble of Civil Service Bill

Kathmandu, January 23 — The State Affairs and Good Governance Committee has reached an agreement to amend the preamble of the Civil Service Bill, 2024.

During Thursday’s meeting of the committee under the House of Representatives, a consensus was reached to modify the preamble as proposed by the government.

Committee Chairman Ramhari Khatiwada informed that the amendment will involve adding a few words to the preamble. Based on the feedback from members of Parliament, the committee decided to include terms like "technology-friendly," "transparent," "result-oriented," and "inclusive."

The revised preamble will read: "In order to establish, operate, and regulate the federal civil service in a manner that is committed to the nation’s welfare and the principles of federal democratic republic, politically neutral, professionally capable, strengthened, service-oriented, responsible, and efficient in governance, the federal parliament has enacted this law."

The committee is currently holding clause-by-clause discussions on the bill, which focuses on the formation, operation, and conditions of the federal civil service.
