International human rights organizations express concern over TRC process
Kathmandu, December 18 — Three international human rights organizations have expressed concern over repeated failure in transitional justice by writing letters to Prime Minister KP Sharma Oli, Nepali Congress President Sher Bahadur Deuba, and CPN (Maoist Centre) Chairman Pushpa Kamal Dahal 'Prachanda.'
Amnesty International, the International Commission of Jurists (ICJ), and Human Rights Watch issued a joint statement addressing the three party leaders, including the Prime Minister, after the recommendation committee for the formation of the Truth and Reconciliation Commission (TRC) failed to propose any names.
The committee, led by former Chief Justice Om Prakash Mishra, had completed its term yesterday. Despite shortlisting 40 candidates, the committee requested the government to begin a new process after not recommending any candidates for positions.
The international community has expressed concern and written letters urging attention to the matter.
The statement reads, "In order to uphold transitional justice, adherence to international human rights law, international humanitarian law, and international criminal law is necessary. Therefore, we urge the Prime Minister and all concerned parties to protect the national and international legitimacy of this process."
It also notes, "The risk of a third failure in transitional justice, following two previous unsuccessful attempts, is a major cause for concern. Such failure could signal Nepal's inability or unwillingness to ensure accountability for serious human rights violations, including crimes under international law."
