Sub-committee formed to reach consensus on TRC Bill submits report
KATHMANDU, Oct 10: The sub-committee formed to reach a consensus on the Bill related to Transitional Justice has submitted a report with suggestions for further discussions on four topics.
In the meeting of the Law, Justice and Human Rights Committee on Tuesday, the sub-committee formed in connection with the Third Amendment Bill for Investigation, Truth and Reconciliation Commission submitted a report with four points that needed discussion, to the chairperson of the committee, Bimala Subedi.
The report was submitted in the absence of the coordinator of the subcommittee Dhruba Bahadur Pradhan, by Ramesh Lekhak, which has asked to discuss which murder to include, among the murders that are arbitrarily brutally committed or murders that are committed except for double confrontation, which are included in the serious violation of human rights.
Similarly, in the matter of how to deal with the people involved and affected during the armed conflict, it has been suggested that further discussion should be done in the committee on what could be done if the victim does not have free consent for reconciliation in the case of human rights violations, and in relation to reduced punishment, to make a provision for reducing the punishment by explaining the reason or setting a percentage.
The sub-committee, which was formed on May 19 and given 21 days to agree on the TRC bill, discussed extending the deadline several times.
