Opposition Party Accuses Finance Minister of Error in Economic Bill

Kathmandu. The main opposition party, the Communist Party of Nepal (CPN), has accused Finance Minister Dr. Swarnim Wagle of making a serious mistake by removing 16 pages of the economic bill, which had already been registered in the parliament, on his own. Talking to journalists on Wednesday at the Federal Parliament Secretariat premises, Ramesh Kumar Malla, a Member of Parliament from the party, strongly objected to the Ministry of Finance arbitrarily making changes to a bill that had already been registered as the property of the parliament.< /p>

MP Malla asserted that the current government is repeatedly violating the rule of law. He stated that only the parliament has the right to decide whether to send back the bill submitted to the parliament for correction or not.< /p>

Speaking to journalists, he said, 'What is unfortunate is that the budget presented by the honorable Finance Minister. And the bill made to arrange the economic affairs of the Government of Nepal as a part of the budget. That bill is mainly about changing the tax rates. After the Finance Minister presented that bill in the parliament, the Ministry of Finance revised and uploaded it again. However, once it becomes the property of the parliament, once any bill is registered in the parliament and presented in the parliament, it becomes the property of the parliament, and it is the parliament that decides what to do with it.'< /p>

Finance Minister Wagle had presented the economic bill in the parliament on Jestha 15th. MP Malla clarified that there is a legal provision that no body or ministry other than the parliament can make changes to any bill once it has been presented in the parliament.< /p>

He added, 'Either the parliament sends it back and they get to amend it, or the ruling party members in the parliament can also introduce amendments and correct it. The opposition can also introduce amendments. Despite such provisions, the government itself has revised and uploaded a bill that has already been sent to the parliament. This is a big mistake by the government in terms of legal principles. Why is the government violating the law one after another? This is our question today.'< /p>
