Government Issues New Work Division Rules, Reorganizes Ministries

Kathmandu. The government has issued the 'Work Division Rules, 2083' and reorganized the work areas and responsibilities of various ministries. The Council of Ministers has made these rules by exercising the power given by Article 82, Sub-section (1) of the Constitution of Nepal.

Published in the Nepal Gazette, these rules have repealed the previously existing 'Government of Nepal (Work Division) Rules, 2074'.

According to Schedule-1 of the new rules, there will be 18 ministries in the Government of Nepal, including the Office of the Prime Minister and Council of Ministers. Some ministries have had their work areas expanded, while some have been merged.

The ministries according to the new structure are as follows:

1. Office of the Prime Minister and Council of Ministers

2. Ministry of Finance

3. Ministry of Industry, Commerce and Supplies

4. Ministry of Energy, Water Resources and Irrigation

5. Ministry of Law, Justice and Parliamentary Affairs

6. Ministry of Agriculture, Forest and Environment

7. Ministry of Home Affairs

8. Ministry of Foreign Affairs

9. Ministry of Infrastructure Development

10. Ministry of Land Management, Cooperatives, Federal Affairs and General Administration

11. Ministry of Women, Children, Gender and Sexual Minorities and Social Security

12. Ministry of Youth, Labor and Employment

13. Ministry of Defense

14. Ministry of Science, Technology and Innovation

15. Ministry of Education and Sports

16. Ministry of Information and Communication

17. Ministry of Culture, Tourism and Civil Aviation

18. Ministry of Health and Food Hygiene

According to Schedule-2 of the rules, the Office of the Prime Minister and Council of Ministers has been assigned the largest number of 48 specific work responsibilities. This includes the implementation and monitoring of Council of Ministers' decisions, national security, human rights, corruption control, Investment Board, and oversight of bodies like the National Planning Commission. Furthermore, modern subjects such as Artificial Intelligence, Cyber Security, and Data Governance are also included within the purview of the Prime Minister's Office.
