National Assembly Committee Finds Inconsistency in Laws Across Federal, Provincial, and Local Governments

Kathmandu. The Legislation Management Committee of the National Assembly has concluded that there is a lack of uniformity in the laws enacted by the federal, provincial, and local governments. The committee reached this conclusion during its meeting held at Singha Durbar on Tuesday.

The committee had previously studied law enactment and implementation in Sudurpashchim and Bagmati provinces and their respective local levels. Committee Chairperson Tulsakumari Dahal stated that this conclusion emerged during the discussion on the draft report concerning the status of law enactment at the provincial and local levels.

She mentioned that the study examined the process of law enactment at the provincial and local levels, subject matters under the exclusive jurisdiction list, and the process by which provincial assemblies, village assemblies, and municipal assemblies pass bills. According to her, while some local levels were found to have enacted laws as models during the study, it was observed that many necessary laws still remain to be enacted. She further stated that since there is no uniformity between the laws enacted by the federal and provincial governments, the report will be finalized and a debate will be sought in the National Assembly.

Chairperson Dahal pointed out the necessity of creating positions for legal officers to make law enactment effective at the local level.
