Deuba rules out abolishing federalism in constitutional amendments

Kathmandu, September 17 — Sher Bahadur Deuba, the President of the ruling coalition party Nepali Congress, has made it clear that the structure of the provinces will not be abolished under the guise of constitutional amendments. He stated that since the provincial structure is already established, it cannot be removed.

Speaking at an event organized by the party's legal department at the party office in Sanepa on Tuesday, Deuba emphasized that rather than abolishing the provinces, efforts should be directed towards making them stronger and more accountable.

"The provincial government structure is already in place. There is no question of removing it, and it cannot be removed. We can work on how to make it more responsible and accountable, and to improve it in all aspects," he said. "There is always an issue with proportional representation. There are certain constraints to implement proportional representation."

He mentioned that many communities find it difficult to win elections and highlighted the need for inclusive politics in Nepal. He noted that there is no society opposed to inclusivity, and only the issues regarding proportional representation have been raised.

"Inclusive society is the character of our nation. This is everyone's country," he said. "The governance system of the country should ensure representation of all."

Deuba pointed out that historical mistakes have yet to be resolved.

"Although issues like untouchability have been legally addressed, they have not been effectively implemented in practice. It is clear that it will take a long time for proper implementation," he said. "Democracy in Nepal provides the right to speak freely, write, and express one's views. It grants the right to form public opinion."

Regarding actions against democracy, Deuba mentioned that a constitutional amendment could be considered to strengthen democracy. He added that both the Nepali Congress and the CPN-UML have fought for democracy, and both he and UML Chairman KP Sharma Oli have been engaged in the struggle for democracy since their student days.
