Kathmandu –Speaker Krishna Bahadur Mahara has said federalism is a new system. So, learning and sharing experiences among the federal and provincial practices strengthen democratic system, he argued.
During a discussion organised to share the experiences between the Speakers and Deputy Speakers from the federal and provincial parliaments, Speaker Mahara said, "Although there are concurrent rights of the federal and provincial governments, positional hierarchy among federal, provincial and local levels is not that clear. It is imperative to expand the service of the parliament secretariats."
Speaker Mahara said this during a programme organized at Chandragiri municipality today. He expressed commitment to extending utmost help to empower the provincial assembly with resources.
On the occasion, Chairman of the National Assembly, Ganesh Prasad Timilsina, pointed out the need of coordination between the federal and provincial governments on the formulation of laws. Similarly, provincial assemblies are in need of empowerment.
Minister for Law, Justice and Parliamentary Affairs, Bhanubhakta Dhakal, said preparation for bringing the laws relating to fundamental rights was almost over in course of the implementation of the constitution. The coordination among the three-tiers of governments would strengthen federalism, he said.
General Secretary at the federal parliament secretariat, Manohar Prasad Bhattarai, informed that programme was organized to share the experiences of parliamentary process and seek solution of problems.
The discussion was also attended by former Speaker, and Chairman of Nepal Law Commission, Madhav Poudel.
According to the Speaker, Prime Minister KP Sharma Oli would be informed of the conclusion reached in the discussion this evening, while the President would be informed of the conclusion on Monday.
