President Issues Ordinance for Dismissal of 1,594 Public Officials

Kathmandu. President Ram Chandra Paudel has issued the 'Special Arrangement Ordinance Regarding Dismissal of Public Office Bearers, 2083'. This step, taken by the government led by Prime Minister Balen Shah, aims to strengthen administration and give new momentum to state bodies, resulting in the collective dismissal of a total of 1,594 officials appointed under various acts and structures.

Dismissal in Communication, Air Service, and Printing Sectors

Seven officials, including the Chairman, Vice-Chairman, Directors, and General Manager appointed under the Nepal Airlines Corporation Act, 2019, will be dismissed. Two directors under the Rastriya Samachar Samiti (RSS) Act, 2019, and three individuals including the Chairman and Directors under the Gorkhapatra Sansthan Act, 2019, will have their positions become vacant. Three members of the Film Censorship Committee under the Film (Production, Exhibition, and Distribution) Act, 2026, and two officials including the Chairman and Directors appointed under the Communication Corporation Act, 2028, will be dismissed. Ten nominated Chairmen and members under the Press Council Act, 2048, and six appointed Chairmen and members under the Working Journalists Act, 2051, will be dismissed. Five Chairmen and members of the Authority appointed under the Telecommunications Act, 2053, and four members under the Civil Aviation Authority of Nepal Act, 2053, will be dismissed.

Six officials from the Information Technology Tribunal and Appellate Tribunal under the Electronic Transactions Act, 2063, and three including the Chief Information Commissioner and Information Commissioners under the Right to Information Act, 2064, will have their positions become vacant. Six appointed Chairmen and members under the Advertising (Regulation) Act, 2076, three appointed under the Security Printing Act, 2081, and fifteen Chairmen and members under the Public Service Broadcasting Act, 2081, will be dismissed.

Education and University Sector

Twenty-three officials, including Chairmen and members of various committees and the Teacher Service Commission under the Education Act, 2028, will be dismissed. Twenty-eight officials, including the Vice-Chancellor and service commission officials appointed under the Nepal Sanskrit University Act, 2043, and seventeen officials under the Council for Technical Education and Vocational Training Act, 2045, will have their positions become vacant. Thirty-four officials appointed under the National Youth Council Act, 2072, will be dismissed.

Twenty-five officials, including the Vice-Chancellor and Registrar appointed under the Kathmandu University Act, 2048, and eighty-four officials, including the Vice-Chancellor and service commission officials appointed under the Tribhuvan University Act, 2049, will be dismissed. Eight appointed Chairmen and members under the University Grants Commission Act, 2050, and sixty-nine officials, including the Vice-Chancellor and Registrar appointed under the Purbanchal University Act, 2050, will be dismissed.

Similarly, fifty officials, including the Vice-Chancellor and academic head appointed under the Pokhara University Act, 2053, and forty-four officials, including the Vice-Chancellor and Registrar appointed under the Lumbini Buddhist University Act, 2063, will be dismissed.

Twenty-seven officials appointed under the Far-Western University Act, 2067, and twenty-six officials appointed under the Mid-Western University Act, 2067, will have their positions become vacant. Twenty-two officials appointed under the Agriculture and Forestry University Act, 2067, twenty-four appointed under the Nepal Open University Act, 2073, thirty-nine appointed under the Rajarshi Janak University Act, 2074, and twenty-four officials appointed under the Madan Bhandari University Act, 2079, will be dismissed.

Health, Medical, and Science Sector

Six officials, including the Registrar and members appointed under the Ayurveda Medical Council Act, 2045, and nine officials under the Nepal Health Research Council Act, 2047, will be dismissed. Five appointed officials under the Animal Health and Livestock Service Professional Council Act, 2079, will be dismissed.

Fifteen officials, including the Vice-Chancellor appointed under the BP Koirala Institute of Health Sciences Act, 2049, and five members under the Act on Substances That Replace Breast Milk (Control of Sale and Distribution), 2049, will have their positions become vacant.

Eight appointed officials under the Nepal Nursing Council Act, 2052, and five appointed officials under the Nepal Health Professionals Council Act, 2053, will be dismissed. Ten appointed officials under the BP Koirala Memorial Cancer Hospital Act, 2053, and eight appointed officials under the Shahid Gangalal National Heart Centre Act, 2057, will be dismissed. Seven appointed officials under the Nepal Pharmacy Council Act, 2057, and twenty-two appointed officials under the National Medical Education Academy Act, 2063, will be dismissed.

Thirty-three appointed officials under the Patan Academy of Health Sciences Act, 2064, and thirty-four appointed officials under the Karnali Academy of Health Sciences Act, 2068, will have their positions become vacant. Thirty-one appointed officials under the Pokhara Academy of Health Sciences Act, 2072, and thirty-one appointed officials under the Rapti Academy of Health Sciences Act, 2074, will be dismissed.

Seven appointed officials under the Health Insurance Act, 2074, and six members appointed under the Public Health Act, 2075, will lose their positions. Eight appointed officials under the Nepal Medical Council Act, 2075, and sixteen appointed officials under the National Medical Education Act, 2075, will be dismissed. Forty-two appointed officials under the Vidushi Yogmaya Himalayan Ayurveda University Act, 2079, and twenty-nine appointed officials under the Shahid Dashrath Chand Health Sciences University Act, 2082, will have their positions become vacant.

Energy, Infrastructure, Financial, and Regulatory Bodies

Six officials, including the Executive Director and members appointed under the Nepal Electricity Authority Act, 2041, and four officials appointed under the Kathmandu Valley Development Authority Act, 2045, will be dismissed. Six appointed officials under the Nepal Water Supply Corporation Act, 2046, and six appointed officials under the Urban Development Fund Act, 2053, will be dismissed.

Four appointed officials under the Road Board Act, 2058, five appointed officials under the Electricity Regulatory Commission Act, 2074, and five officials including the Railway Administrator and members appointed under the Nepal Railway Act, 2079, will be dismissed. In the financial sector, eight appointed officials under the Employees Provident Fund Act, 2019, and three appointed officials under the Citizen Investment Fund Act, 2047, will have their positions become vacant. Fifteen individuals under the Nepal Chartered Accountants Act, 2053, and five appointed officials under the Industrial Business Development Institute Act, 2053, will be dismissed.

Three appointed officials under the International Financial Transactions Act, 2054, and one member appointed under the Securities Act, 2063, will lose their positions. Six appointed officials under the Competition Promotion and Market Protection Act, 2063, and three officials from the review committee under the Public Procurement Act, 2063, will be dismissed.

Three appointed officials, including the Chief Executive Officer and members under the Deposit and Credit Security Fund Act, 2073, and one individual appointed under the Special Economic Zone Act, 2073, will have their positions become vacant. Eight appointed officials under the Cooperatives Act, 2074, and four appointed officials under the Public-Private Partnership and Investment Act, 2075, will be dismissed. Two appointed officials under the Industrial Business Act, 2076, two appointed officials under the Insurance Act, 2079, and six appointed officials under the Accreditation Act, 2079, will lose their positions.

Agriculture, Environment, Pragya Pratishthan, and Social Sectors

Eight members under the Seeds Act, 2045, and nine appointed officials under the Nepal Agricultural Research Council Act, 2048, will be dismissed. Seven appointed officials under the National Dairy Development Board Act, 2048, and seven appointed officials under the National Tea and Coffee Development Board Act, 2049, will have their positions become vacant.

Three appointed officials under the Nepal Veterinary Council Act, 2055, and five appointed officials under the Plant Quarantine and Protection Act, 2064, will be dismissed. Six appointed officials under the Pesticide Management Act, 2076, and five appointed officials under the Environment Protection Act, 2076, will lose their positions. Seven appointed officials under the Food Hygiene and Quality Act, 2081, will be dismissed.

In the Pragya Pratishthan sector, nine appointed officials under the Nepali Language Publication Institute Act, 2021, and ten appointed officials under the Guthi Sansthan Act, 2033, will have their positions become vacant. Eleven appointed officials under the Lumbini Development Trust Act, 2042, and nine appointed officials under the Pashupati Area Development Trust Act, 2044, will be dismissed.

Forty-nine appointed officials under the Nepal Academy of Science and Technology Act, 2048, and thirty-three appointed officials under the Nepal Scouts Act, 2050, will lose their positions. Sixteen appointed officials under the Greater Janakpur Area Development Council Act, 2055, and twenty-five appointed officials under the National Foundation for Development of Indigenous Nationalities Act, 2058, will be dismissed.

Sixty nominated members under the Indigenous Nationalities Council, and thirty-three appointed officials under the Nepal Academy of Fine Arts Act, 2064, will have their positions become vacant. Thirty-three appointed officials under the Nepal Academy of Music and Drama Act, 2064, and forty-three appointed officials under the Nepal Pragya Pratishthan Act, 2064, will be dismissed.

Administrative and Social Sectors

Four appointed officials under the Nepal Administrative Staff College Act, 2039, and one appointed official under the Local Development Training Academy Act, 2049, will lose their positions. Ten appointed officials under the Social Welfare Act, 2049, and fourteen appointed officials under the Nepal Engineering Council Act, 2055, will be dismissed.

Ten appointed officials under the Foreign Employment Act, 2064, and three appointed officials under the Nepal Trust Act, 2064, will have their positions become vacant. Five officials from the Commission for Investigation on Enforced Disappeared Persons and Truth and Reconciliation Commission Act, 2071, will be dismissed.

Ten appointed officials under the Labor Act, 2074, and seven appointed officials under the Contribution-based Social Security Act, 2074, will lose their positions. Four appointed officials under the Disaster Risk Reduction and Management Act, 2074, and seventeen appointed officials under the Rights of Persons with Disabilities Act, 2074, will be dismissed.

Four appointed officials under the Land Use Act, 2076, three appointed under the Radioactive Materials (Use and Regulation) Act, 2077, and twenty-seven appointed officials under the National Sports Development Act, 2077, will have their positions become vacant. Thus, 1,594 officials will be dismissed. The government is now preparing to expedite the process of new appointments in these vacant positions.
