KMC urges development partners for coordination and collaboration

Kathmandu–The Kathmandu Metropolitan City (KMC) has urged the development partners to collaborate and coordinate with it while carrying out any development work.

It has also written to the partner agencies asking them to submit to it within May 29 the particulars of the development works they have been carrying out or plan to carry out within the metropolis.

KMC Urban Good Governance Department chief Hari Bahadur Kunwar said they sent letters to the Department Roads, the Division Roads Office, the Telecommunications Authority, the Nepal Electricity Authority, the Melamchi Water Supply Project Implementation Directorate, the Kathmandu Valley Water Supply Project, among others, on May 15.

According to him, the letters were sent after a meeting of the KMC on May 10 came to the conclusion that works could not be carried out in an effective manner as the various agencies worked on their own without coordinating with KMC, the partner body.

"Letters have been sent urging the different bodies for coordination in development works with the realization that neither the KMC nor the partner organisations alone could build a planned city," Kunwar said.

The letter sent to the Department of Roads and the Division Roads Office mentions nine works. They are constructing iron railings and bars on the pavement and their repair and maintenance; paint zebra cross on the main roads and the roads used by VIPs; and install traffic signs on the sides of the road and in the midline of the roads.

The Department and the Office have been urged to determine and inform the KMC which agency is responsible for a particular road in the road network within the metropolitan area, to immediately repair and maintain the traffic lights installed at various cross roads and to identify the places where additional traffic lights have to be installed and carry out the installation works.

Similarly, the Department and the Office have been urged to discourage the piling of earth on the right and left side of the road, to make arrangements for preventing dusty condition from arising on the road immediately after carrying out road widening works and for prompt repair of the roads after that and to remove and clean up the leftover construction materials and construction trash on the road following the road expansion and repair works.

Four responsibilities have been given to Nepal Electricity Authority. Managing the electricity, cable television and other communication cables installed along the both sides of the road is the main responsibility given to the NEA. The NEA has to formulate short-term and mid-term plans and programmes for the management of such cables, as well as to make arrangement to remove electric and telephone poles immediately simultaneously with the road expansion.

Similarly, Kathmandu Upatyaka Khanepani Limited has to open blocked sewerage at different places and has to change old sewerage. The KUKL has to resolve these problems before the rainy season as problems would be created in the movement along the road due to this.

The KMC requested to give priority to different works including making coordination with bodies concerned to construct sewerage during rainy season except emergency, removing construction related materials, remained after the construction and installation of sewerage, immediately as well as to keep board having the name of the construction company and deadline of the task, while carrying out construction work.

Similarly, Melamchi Water Supply Project Implementation Directorate has got seven responsibilities. Making arrangement of carrying out activities related to expansion of drinking water pipeline during night as much as possible, not to keep construction materials along the road hampering the movement of vehicle and people in course of installing the pipe are the responsibility of the Directorate. ---
